A small state cannot buy this from a vendor catalogue — and should not have to build it alone. The cluster arrives as a programme: surveyed, chartered, deployed, localized, and handed over.

    Survey

    Six weeks on the ground: institutions, connectivity, language map, legal terrain, and what the state already runs.

  2. 002

    Charter

    A public charter with the government: scope, sovereignty guarantees, data residency, and the handover date — signed before the first deploy.

    Deployment

    The founding companies land the stack: media desk, identity, portals, registries, payment rails — on national domains.

    Localization

    Every surface speaks the national languages; local editors, operators and administrators take the chairs.

    Sovereign handover

    The state receives keys, code and contracts. The initiative stays as an operator only where invited.
